The NACI Act provides for NACI to advise the Minister of Science and Technology, and through the Minister, the Cabinet, on the role and contribution of innovation (including science and technology) in promoting and achieving national objectives.<\/p><p>These national objectives include the improvement of the quality of life of South Africans, the promotion of sustainable economic growth and international competitiveness. The advice should be directed at, amongst others:<\/p><ul><li>Coordination and stimulation of the National System of Innovation (NSI);<\/li><li>Promotion of cooperation within the NSI;<\/li><li>Development and maintenance of human resources for innovation through education and training;<\/li><li>Strategies for the promotion of technology innovation, development, acquisition, transfer and implementation in all sectors;<\/li><li>International liaison and cooperation in the fields of innovation;<\/li><li>Infrastructural development for innovation;<\/li><li>Initiatives to promote risk-taking in support of innovation, including financial and regulatory instruments;<\/li><li>The effective management of government&#8217;s innovation policy in all spheres of government;<\/li><li>Coordination of innovation policy with other policies; and<\/li><li>Identification of research and development priorities in consultation with provincial departments and interested parties, and their incorporation in the process of government funding of research and development.<\/li><\/ul><div>\u00a0<\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-72ffc09 elementor-widget elementor-widget-heading\" data-id=\"72ffc09\" data-element_type=\"widget\" data-e-type=\"widget\" Minister;<\/li><\/ul><div>\u00a0<\/div><ul><li>the Chief Executive Officer;<\/li><\/ul><div>\u00a0<\/div><ul><li>an officer of the Department of Trade and Industry (dtic) appointed by the Minister with the concurrence of the Minister of Trade and Industry;<\/li><\/ul><div>\u00a0<\/div><p>16-20 Members appointed by the Minister after consultation with the Minister\u2019s Committee, and after submission to the Cabinet for notification.<\/p><p>The members of NACI, other than the CEO and the officer from dtic, are appointed in their personal capacity due to their outstanding achievement in any field of Science &amp; Technology, or in the context of innovation, special knowledge, experience and insight into the role and contribution of innovation, in promoting and achieving national and provincial objectives.<\/p><p>The chairperson of NACI has direct access to the Minister and members of the Minister\u2019s Committee to submit and discuss any report of NACI, any minutes of a meeting of NACI, or any other matter relating to the functioning of NACI.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4c835fe elementor-widget The NACI Act provides for NACI to advise the Minister of Science and Technology, and through the Minister, the Cabinet, on the role and contribution of innovation (including science and technology) in promoting and achieving national objectives. These national objectives include the improvement of the quality of life of South Africans, the promotion of sustainable economic growth and international competitiveness.
